HS Code Classification Guide.

Why accurate product descriptions and evidence matter for tariff classification.

An HS or Pakistan Customs Tariff classification starts with the product itself. The correct code depends on its material, function, form and the tariff wording, not simply the name a supplier uses on an invoice.

Identify the goods precisely

Collect a technical description, composition, intended use, model and any relevant photographs or catalogue pages. A generic term such as “parts” or “chemical” is rarely enough to decide a tariff heading.

For a set or multi-function product, describe what is shipped together and how the components work.

  • Material or composition.
  • Principal function and intended use.
  • Model and technical specification.

Read the tariff structure and legal notes

Check the current Pakistan Customs Tariff, relevant section and chapter notes, heading wording and subheadings. The General Rules for Interpretation guide how the text is applied; a keyword search is only a starting point.

Do not rely on a code from another country without reviewing Pakistan’s current tariff and the actual product.

  • Review the current financial-year tariff.
  • Check notes and competing headings.

Record the reasoning

Keep a short record of why a heading fits the goods and why a plausible alternative does not. Save the supplier literature and any ruling or official evidence used in the analysis.

Classification can also affect duties and regulatory requirements, so the evidence should be available if the declaration is queried.

  • Document the product facts.
  • Keep the comparison of possible headings.

Recheck before filing

Confirm that the invoice description and product documents still match the goods to be imported. A small model or composition change may affect the analysis.

When uncertainty remains material, seek shipment-specific professional review or the applicable official route before filing.

  • Do not copy a previous code without checking the goods.
  • Confirm current tariff and regulatory treatment.
PRACTICAL EXAMPLE

Example: “filter cloth” could describe different textile products. Fibre, construction, whether it is fitted for a machine, and its actual use all matter more than the trade nickname.
