A commercial import moves through document review, the applicable digital submission, customs assessment and any examination, payment and release stages. The order and duration can vary with the goods and arrival point.
1. Review before arrival
Collect the invoice, packing list and BL or AWB. Check the product description, tariff question and any regulatory requirement. This is the time to correct mismatches with the supplier or carrier.
Ask who owns each task: importer registration, approvals, delivery order, customs submission and terminal coordination.
- Confirm the importer and consignee.
- Identify missing product evidence.
2. Submit the applicable declaration
The customs declaration should reflect the actual goods, quantity, classification, value and shipment references. PSW connects many trader and regulatory processes, while WeBOC remains the core customs management system.
A customs agent should explain the data that is being declared on the importer’s behalf and retain the supporting document set.
- Reconcile all declaration fields.
- Keep the submission reference.
3. Address assessment and examination
Customs may assess directly, ask a question or require inspection. Respond with the document that answers the issue. If a regulatory agency is involved, monitor its request and outcome as part of the same shipment.
No agent can promise the same timeline for every cargo type or customs route.
- Track queries and responses.
- Prepare for physical examination if assigned.
4. Complete dues and release
After the applicable duties, taxes and regulatory requirements are complete, follow the customs release status. The terminal, shipping line and transport handoff can still require separate steps and charges.
Keep the final declaration and clearance documents for the importer’s records.
- Confirm payment and release status.
- Separate third-party charges from the agent’s fee.
Example: two identical containers can follow different timelines if one is assigned examination or requires an agency document. A useful status update says which stage the shipment is in and what action is outstanding.
